Advanced Mobility Adds New Experts In Residence
Will Leverage Cutting Edge Knowledge to Build End-to-End Mobility Solutions for Society

Wildfires and the COVID-19 pandemic continue to rage across the United States and the globe. The Collective provides networked and intermodal mobility solutions to help mitigate, respond and recover from these and other natural and man-made disasters, as well as to transfer critical healthcare-related goods, products and services to those in need. The Collective’s top-tier group of Experts in Residence contribute their specialized knowledge and experience to translate big ideas into actionable results for private and government organizations in support of these purposes.
Dr. Reiche leads the Aviation portfolio at Quantitative Scientific Solutions (QS-2) as a Lead Scientist in Aviation and Weather. A science and technical consulting firm comprising of urban air mobility (UAM), unmanned aircraft systems (UAS), and automated vehicles (AV) subject matter leaders with decades of wide-ranging expertise, QS-2 also recently joined ranks with The Collective.
Prior to her role at QS-2, Dr. Reiche was a Lead Associate at Booz Allen Hamilton in Washington DC, a Senior Principal Scientist at AvMet Applications in Reston, VA, and Associate Technical Staff at MIT Lincoln Laboratory in Lexington, MA where she worked closely with the FAA and NASA in data analytics, aviation weather research, aviation new entrant assessments (including UAM and UAS), technical program and project management, and stakeholder engagement. She received a Ph.D. and M.S. in Atmospheric Science from Purdue University and a B.S. in Astronomy & Astrophysics from Villanova University.
Charlton Evans founded and is CEO at End State Solutions LLC, a Washington state-based firm focused on certification, airspace access, and operational excellence in aviation. A U.S. Naval Academy Graduate, retired U.S. Marine Corps aviator, and current commercial pilot with more than 25 years of aviation experience and over 1000 hours of flight time, Evans previously managed the Type Certification “Pathfinder” effort for Insitu’s ScanEagle and the aircraft’s later commercial deployment in support of Hurricane Harvey and the Eagle Creek and Tubbs Complex fires. The 2017 Eagle Creek wildfire in Oregon and Washington burned for three months and consumed more than 50,000 acres, before being fully contained. He also led FAA Pathfinder beyond visual line of sight (BVL(S) flights for BNSF Railroad.
