The Collective Expands Advisory Board
Demonstrating a commitment to Wildfire Management and the State of Colorado

Wildfires have decimated communities across the west, including Colorado. The Collective is committed to helping the nation’s first responders and citizens mitigate, respond, and recover through an emphasis on disaster management & resiliency (DM&R). Its DM&R lines of effort range from wildfire prevention, suppression, and management, to replanting forests and assisting in flood mitigation and recovery. The organization’s related line of effort for healthcare seeks to enable the intermodal transfer of goods within and between hospital campuses as well as to move specialists to underserved areas. The Collective’s new advisory board members bring expertise in all of these areas.
Ben Miller, the Director of the Colorado Center of Excellence (COE) for Advanced Technology Aerial Firefighting within the State of Colorado Public Safety Department’s Division of Fire Prevention and Control, has been on the cutting-edge of incorporating advanced tech solutions in DM&R efforts for years.
Dawn Zoldi is a retired 28-year U.S. Air Force Colonel, licensed attorney, an international expert on unmanned aircraft systems (UAS) and advanced air mobility (AAM), founder, and Chief Executive Officer of P3 Tech Consulting LLC, and was recently appointed as CEO and President of UAS Colorado.
Lee DePalo, a 26-year, retired U.S. Air Force Colonel and helicopter pilot, recently served in the Senior Executive Service as the Regional Administrator for Federal Emergency Management Agency’s (FEMA) Region VIII where he oversaw and coordinated FEMA’s all-hazards preparedness and emergency management efforts within the region. He now serves as Vice President of Strategic Partnerships for Disaster Tech focused on DM&R.
